HISTORY OF Nabua NHS
From 1992 until 1941, when Japanese invaded the Philippines, education was in crisis in the entire Philippines. In the Province of Camarines Sur, there was only one High School, the Camarines Sur High School. While there are many children who would want to continue high school, these children were not given opportunities because they cannot be all accommodated in the Camarines Sur High School for lack of found classroom. Because of this situation, the Parent-Teacher Association of the Elementary School, in coordination and with the support of the Municipal Council, requested the Provincial Board to open a High School here in Nabua, Camarines Sur. This was approved then, and their next move was to look for a school site, the site where the present NNHS school situated, was the one chosen. Mr. Roman Belmonte, the School Supervisor, was then designated to look into the needs regarding the realization of the project from the school superintendent, while Mayor Gregorio Balatan was in-charge of things to be asked from the Provincial Governor. The Governor approved the request with the condition that there was a school site and school building. The member of the PTA donated the lot and the construction of school building was started through the efforts of the Municipal Mayor, Gregorio Balatan. The PTA again felt that labor in the construction of the school building was very hard, so with the support again of Mr. Roman Belmonte, he asked the help of the member of the PTA in his district which is composed of Nabua and Bato, headed by Pio Mota, was solicited help which was eagerly accepted. So the District PTA Federation was in-charge of the operation of the labor under the leadership of Mr. Jose Priela, the federation President. When the High School was finished, the Schools Division Superintendent, Mr. Silvestre Antonio, sent the Municipal Mayor Gregorio O. Balatan and Mr. Jose Priela to request for the recognition of the High School. At first, the Director of the Bureau of Education, Mr. Celedonio Salvador, refused to grant the recognition for the reason that if the Province cannot afford to maintain one High School, so much that it cannot afford to maintain two High Schools. However, Mayor Balatan assured the Director that his Municipality can maintain the operation of the High School as his town has an excess income of P18,000.00 for that year. With this assurance, the Secretary of Finance, Honorable Manuel A. Roxas, approved the recognition of the High School. So, in 1941, the High School was opened Mayor Gregorio O. Balatan gave an aid of P 3,000.00 and the PTA also donated the equipments. There were 2000 alumni with Mr. Sulpicio Bernardo as the first Principal. Unfortunately, when the Japanese arrived in December 1941, the school materials were looted, so that the High School was closed. In 1945, the US forces returned to the Philippines. The first town to be liberated was Nabua. Mayor Balatan was then replaced by his Vice Mayor Mr. Quirino Federes. He then re-opened the High School which was temporarily closed during the Japanese occupation. During the election in 1946, Manuel A. Roxas and the Representative Moll Jr. promised that if they be elected, they will help the Nabua High School. Fortunately they were elected and Mr. Gregorio O. Balatan was again designated as Municipal Mayor. Once again, the aid to the Nabua High School was re-activated. Although the aid to the High School was delayed, the first that came was the four "Quonset Huts" . Rep Sebastian C. Moll Jr. gave P31,000.00 from his pork barrel and used to build the Pasig Type High School. Likewise, the succeeding administration of the Municipal Council of Nabua allocated an amount in their annual Budget for the High School. The Japanese War Damage Commission gave P 36,000.00 for the damage the Japanese brought to the High Schools. This amount used in the construction of the present War Damage Building. The Nabua High School was converted into a Nabua National High School by virtue of Item 11-10; 173(A) p. 564 of Presidential Decree 503 in 1974. The School under the leadership of BEN P.
